The proposition as far, 8.8
can understand
it is to effect a working agreement between two railway agencies
situated as follows:-
A. owns a portion of Railway 17 miles long
or thereabouts, terminating in a Port.
B. owns a considerably longer portion
amounting to almost 90 miles which joins on to A's line, but is
cut off from the port by A's line of 17 miles.
Now in ordinary Railway practice all over
the world, this can be effected in two ways:-

Of course the only object aimed at is fair treatment for both.
1st. By means of an agreement for unrestricted
through booking of coaching and goods between A and B.
2nd. By B'■ obtaining from A running powers over
A's line of 17 miles to the port.
Now in the case of the first. "Unrestricted
through booking of Traffic of all classes", the usual practice
on Railways is for both undertakings to quote the rates on their
respective lines from the junction to each of their stations and
to supply them to one another. These are called the junction
Rate Lists. The sum of these two will make the through rates
forum.
